The Agency Broome County IDA has announced the selection of Colliers Engineering & Design to complete a comprehensive Master Facility Plan for the Huron Campus, a critical step in advancing the long-term redevelopment of the former IBM site in Endicott.
The master facility plan will provide a strategic roadmap for the future of the Huron Campus, evaluating existing buildings and infrastructure, identifying redevelopment opportunities, and positioning the site to support advanced manufacturing, innovation, workforce development, and other high-value uses aligned with regional and state economic development priorities. The Agency is working closely with Phoenix Investors, ownership of the campus, to conduct the study.
The Agency is providing $75,000 in funds with a matching grant from Empire State Development’s Strategic Plan & Feasibility Study program to round out the funding.

Colliers Engineering & Design brings extensive experience in large-scale campus planning, industrial redevelopment, infrastructure analysis, and public-private development strategies. The firm will work closely with Agency staff, local government officials’, industry and education stakeholders, and regional partners to assess building conditions, utilities, transportation access, site constraints, and market-ready opportunities.
The resulting master plan will help guide future infrastructure investments, support grant applications, and ensure the Huron Campus is positioned to compete for employers within New York State’s growing advanced manufacturing and clean technology sectors.
The Huron Campus has long served as a cornerstone of the region’s manufacturing legacy. The master facility plan represents a key step toward reimagining the site as a modern employment center that builds on that legacy while meeting the needs of today’s economy.
The Broome County IDA expects the master facility plan to be completed in eight months with findings informing future redevelopment phases and investment strategies.
