The Agency Advances Vanguard Village Housing Project to Next Step

Project will Transform Vacant First Ward Property into 288 New Affordable Homes


BINGHAMTON, N.Y. (July 15, 2026) – The Broome County Industrial Development Agency has approved support for Vanguard Village, a major community revitalization project that will transform a vacant, six-acre property at 187 Clinton Street in Binghamton’s First Ward into a vibrant, modern neighborhood.


The project will clean up and breathe new life into the former industrial brownfield site into 288 new, energy-efficient apartments specifically designed for working families, local individuals, and neighbors looking for quality, community-centered housing. The project is also located in the City’s Downtown Revitalization Initiative corridor and will receive DRI funds to support the development.


"We’re thrilled to advance this important project to the next phase of consideration,” said Stacey Duncan, Executive Director of The Agency. "This project addresses a significant number of needs by cleaning up a vacant site, creating hundreds of local construction jobs, and building modern, comfortable, and sustainable homes that prioritize affordability."


"This lot on Clinton Street has sat vacant for too long,” said City of Binghamton Mayor, Jared Kraham. “Vanguard Village will transform it into 288 new homes and spark the start of our Downtown Revitalization Initiative investments in this corridor. Securing these incentives from The Agency is the latest step to get this transformative project built and deliver the housing families need.”


The neighborhood is designed to serve a wide range of community needs and will be built in two phases:

  • Phase I (The Hudson): Features 178 quality homes designed for working families and individuals. This phase includes 16 dedicated supportive housing units for individuals with developmental disabilities, featuring on-site services provided in partnership with Springbrook, a trusted regional non-profit.

 

  • Phase II (The Prospect): Adds 110 more quality apartments, along with approximately 4,500 square feet of ground-floor commercial space on Clinton Street, perfect for future small businesses, convenience stores, or neighborhood retail.


Vanguard Village features an all-electric, carbon-neutral design. Built to exceed standard energy efficiency benchmarks by 25%, these modern homes will keep utility footprints low while helping to advance the city’s green neighborhood revitalization goals.


In addition to new housing, the construction of this housing development will provide a massive boost to the local economy, generating an estimated 560 construction jobs.


The Agency will host a public-hearing in the upcoming weeks before approving any financial assistance. Date and time of the hearing will be posted on the Agency website.
