2016 was a busy year, from the announcement of the Dick's Sporting Goods Distribution Center, the grand opening of the Broome County Regional Farmers Market and the continued construction of the Southern TIer High Tech Incubator.

Downtown Revitalization

Chenango Empire-Press Building

A PILOT was granted to Chenango Place, LLC to assist in the renovation of 20-24 Wall Street and 7-9 Court Street. This 125,000 square project will host retail on the first floor and loft apartments for the young professionals and students on the upper floors. The historic building has been vacant for 20 years, completely rehabilitating is very positive for the city of Binghamton.

One Wall Street Project

In 2014 a PILOT was granted to Chenango Place, LLC to assist in the renovation of 20-24 Wall Street and 7-9 Court Street. This 125,000 square project will host retail on the first floor and loft apartments for the young professionals and students on the upper floors. The historic building has been vacant for 20 years, completely rehabilitating is very positive for the city of Binghamton.


The Historic rehabilitation of the 102,874 square foot Midtown Mall in downtown Binghamton which was built in 1873 and has been vacant for the last 30 years. The building is located directly across from the Historic Broome County Court House. This property has been transformed into housing for university students who want the convenience of a great location near campus coupled with energetic vibe of a downtown loft. From private bedrooms with designer furnishings to super fast high-speed Internet access and community hangouts, University Lofts is truly a community within a community.


Twin River Commons was the first upscale student housing developments in downtown Binghamton aimed at attracting students to downtown living opportunities.  Opened in 2012, Twin River Commons provides fully furnished student apartments with all the comforts of home and high tech amenities. Twin River Commons is located next to Binghamton University's Downtown Center and provides a unique all-inclusive living experience for Binghamton students. The Agency provided PILOT assistance for this dynamic and catalyzing economic development project.


We approved a PILOT for Vitaluna, LLC, to assist in the revitalization of 2 Court Street, an anchor property along the Chenango River in downtown Binghamton. Among the tenants are Merrill Lynch with more than 8,500 sf. on the first floor, the General Services Administration, and several law firms. The building is more than 90% occupied. Vitaluna has invested $6.2 million in the building including $3 million on infrastructure inside and outside. Exterior improvements include state-ofthe- art storm water planters, design and installation of new concrete walk surfaces, waterproof membranes on the verandas and a green roof on two floors.

Community Investment

Southern Tier Regional Farmer's Market

The Southern Tier Regional Farmer's Market is giving the area’s farmers an opportunity to sell their fresh produce year round. The new building, located behind Cornell Cooperative Extension on Upper Front Street, has 8,000 square feet and room for 36 vendors, it also includes a commercial kitchen where farmers will be encouraged to test and create products.  Look for the opening in June 2016.

SUNY Broome Student Village

The Agency provided SUNY Broome with a BOND for its Student Village, consisting of a 4 story housing facility locate right on Campus. 

Southern Tier High Technology Incubator

The Agency is working with Binghamton University on a $13 million, Southern Tier High Tech Incubator, located at 120 Hawley Street in Binghamton. The site is an assemblage of private parcels as well as properties donated by Broome County and the City of Binghamton. The building will be a center for entrepreneurship and help to launch a new generation of high technology companies.

Loans for Business Growth

Triple Cities Metal Finishing Corporation

Triple Cities Metal Finishing Corp. has been approved for a $175,000 loan to assist them in the purchase of machinery and equipment for use in their high production metal finishing business. The company wanted to remain competitive and to continue that it must add new equipment to its production lines. Also, the applicants conservatively estimate that the project will create a total of 12 new full-time jobs in three years.


MS Machining

Mechanical Specialties Company has been providing prototype-machining services since its inception in 1957. The Agencyapproved a loan in the amount of $76,500 to assist the company to acquire more machinery and equipment to be used in their machine shop business in the city of Binghamton.

Helping Businesses Finding the Right Location

ADEC Solutions

ADEC Innovations is a global business process outsourcing company with offices throughout the world including the United Kingdom, Australia, Singapore and the Philippines , to name a few.  Their clients include companies in the fields of healthcare, banking, media and entertainment, aerospace, legal, human resources and housing. ADEC purchased 56 Corporate Parkway from The Agency, a building that had never previously been on the tax rolls. We provided loan and PILOT assistance for this project. 

Link Park Associates

A new type of Business Park focused on employee satisfaction is making its way to the Southern Tier and will serve as the gateway to greater Binghamton business. Through the vision of founder Dan Babcock and in partnership with local, regional and State government, a $17 million dollar investment will be made to transform over 50 acres of property along Industrial Park Drive into a world class business park packed with amenities focused on connecting culture with productivity. While the new Link Park has already reached majority occupancy, thirty percent of the space will be available for future tenant build out for interested companies. Once complete, Link Park will have a number of amenities to bring together the region’s top companies, employees and customers.

American Horizons Group, LLC

The Agency approved a PILOT for the Skye View Heights project, located in the Village of Endicott. Construction of 26 new two family houses, along East Franklin St, Groats St and Overton St for a total of 52 two-bedroom units. The project is geared to the 55 and older retired population. 

Tool Room Express

Tool Room Express is a manufacturer of custom injection molding parts, specializing in offering custom rapid part design and injection molding services. With a sales tax exception granted at $20,000, we aided in the acquisition and relocation of manufacturing to an 11 acre facility in Conklin equipped with new offices and electrical upgrades. 

Century Sunrise Redevelopment in Johnson City

The Century Sunrise Redevelopment project, located at 135-139 Baldwin Street in the Village of Johnson City is a mixed-income, mixed-use redevelopment project that includes 104 residential units ranging from one to three bedroom apartments and a 3,500 square foot multi-level restaurant with garden space. The site is located in close proximity to UHS Hospital, one of the area’s largest employers, and the future site of the Binghamton University School of Pharmacy.   The Agency provided site selection assistance and will work closely with Regan Development Corporation on other project needs. The project will create attractive and diverse quality housing and transform a historically significant industrial shoe factory site into a vibrant neighborhood asset.
